Peony growth

I have noticed what looks like peony growth coming up in a spot where I used to have a peony (I moved the main plant the year before last).  I have two questions: - 

• why should growth be coming up in the old position (several feet away from where it's successfully growing now)?
• if this growth is perhaps from a bit of root I inadvertently left in the ground, can I move it at this time of year to a new position?
