Cordyline obtecta is malting. Any ideas?

Wonder if anyone can advise how to help? I can't see any pests. Do you think it is wind damage? Any tips would be appreciated.

Bit of slug/snail damage, and wind does them no favours either. They get a bit shredded by it.
Phormiums are the same, although they cope with molluscs better.
It's a place where beautiful isn't enough of a word....

I did see a snail on it so wondered if it was that. Will have to put the slug pellets down to see if it helps.
