Canna Arum

I have two of these in pots, have had for about 2/3 years, only one has ever produce a flower, they stay outside all year, die down completely in winter, they don't seem to get any bigger, but I just love the colour, I have lots of the white Arum Lily's,
just wondered if this was a Canna or Arum
