Help! Tree stump killer

I have got SBK tree stump killer to put on some conifers that I have just had cut down but the instructions say not to put it on during May, June July because the sap is rising. My question is, why does this matter if I want the stump rid of anyway?  What would happen if I put it on now?

     I have cut down quite a few conifers  and if the trunks  are fairly small they are can be dug out. I have never had one regrow especially lleylandi
    The tree stump killer needs to be kept dry so perhaps that's why and it's during the time when a tree is actively growing so it might not work as well. It only kills the tree to stop it regrowing  the stump will  still be around for a few years after.

    If the sap is rising the poison won’t be drawn into the roots. 

    I’ve never known Leylandii or other conifers to regrow from a stump ... I wouldn’t worry. The roots will die and can be dug out.
