Looking to level up some laurels so grow as a nice uniform hedge.
Is it good time of year to do and also is it best to do with shears?

They can take pruning at virtually any time.
What you use will be determined by what size the hedge is, and how much time you have.
The usual advice is hand shears, as the foliage is large and therefore gets chopped in half easily, causing leaves to brown and die off, but frankly, if you have a huge amount of them, you can do it with something quicker [ hedgetrimmer] and then pick over, and remove, the leaves which have been chopped in half.
It's a place where beautiful isn't enough of a word....
