Soil Depth

I have an allotment with a soil depth of barely a spade head in places so raised beds would seem to be the answer. Would regular application of compost and/or manure eventually increase the soil depth permanently or would it decompose and make no difference?

    What is under the soil?

Large stones which I remove whenever possible but that can be very time consuming.
It does mean the drainage is good, but plants that need a deep root run do suffer.

I think the raised beds would be the way to go then @Dave115. It'll probably save you a lot of grief in the long run.
They wouldn't have to be enormous either, as that can be costly to fill them, initially.
