Soil Depth

I have an allotment with a soil depth of barely a spade head in places so raised beds would seem to be the answer. Would regular application of compost and/or manure eventually increase the soil depth permanently or would it decompose and make no difference?

It does mean the drainage is good,but plants that need a deep root run do suffer.
They wouldn't have to be enormous either, as that can be costly to fill them, initially.
