ELODEA CRISPA - finding the government info?

I have been looking for a government webpage marking E. Crispa as an invasive plant which is no longer available for sale. I find lots of references to the status but not a formal policy statement. Does anyone have a link? I would like to pass to it to online traders still selling the plant.

^ this one has Eichhornia as water hyacinth, and a different Elodea listed.
