Help with possible rose suckers

hi all
hope the photos attached are useful. There are a few shoots coming up from very close to the bus union on my rose. when I've had suckers in the past they are clearly coming from much deeper. Do I don't know whether I need to remove these or not? Especially as this particular plant could do with filling out a bit on one side!

I can't see the base of the shoots, but they look like perfectly normal healthy rose shoots to me. I wouldn't remove them.

Thanks so much. i didn't know if all growth near the root stock was bad or noT. They are bulking up nicely though I might take one off on the bushier side to even it all out a bit
