Help needed with maple

can anyone help identify and treat these weird things on my Japanese maple?

Mealybugs. I wiped them off one Acer but have also lost one possibly due to these. Think many generic bug sprays work.

Look more like scale insects to me.

Looks like scale to me too, i wash them off with quite a powerful hose setting then spray the tree with Provado.
