It is a coloured form of Broom. Cytisus scoparius.
Prune after flowers fade gently. Do not cut into old wood.

It's a broom, not sure which one (google 'red broom' to see if you recognise one.) Prune after flowering by cutting back to young growth but don't cut into old wood.
