We have a small area of land that has to be planted according to local authority guiedlines, however I do not understand their requirements, maybe one of you seasoned gardeners maybe able to assist.

we need to plant some plants that are "pot grown 51pots" can anyone shed any light on what this means.

Again thanks in advanceimage

Hello Mark and welcome. Do you own this land? I have never heard of local authority guidelines for a personally owned garden. I think It probably means plants that are grown in 5 litre pots - in other words a reasonably sized plant. If it is your land then they cannot tell you what to do with it.

They can  if it is part of the planning permission. Best to ask them exactly what they mean.  Planning departments are generally a pain in the a**. They one around here doesn't know the difference between an orchard and a forest.
