Under planting

I have a magnolia bush in my front garden and it's under planted with crocuses in spring. Now that  they have died off and I've cleared away the dead foliage, can I plant some summer bedding plants to give the bed some colour or would that be bad for the crocuses?

No. Go ahead and plant at will.

If you planted something like Geranium 'Rozanne', it would come up and cover the crocuses again next year (hiding the old foliage). It dies back completely in winter so wouldn't interfere with your crocuses when they're in flower.

Be careful, because Magnolia are very shallow rooted and you can easily damage the roots whilst under planting.
