Looks like sarcococca (sweet box) and the damage is a classic case of adult vine weevil unfortunately, Helen. I would invest in some vine weevil nematodes and water them in to that area.
It has the look of an evergreen Prunus.
Maybe one such as Prunus laurocerasus Otto Luyken.

Sorry, but leaves and flowers are not right for Sarcococca.

Add my vote to the prunus.
In the sticks near Peterborough
Bobs right about the vine weevil. Am wondering if the plant is a skimmia? But a prunus is more likely
