Is this Crocosmia?

Hello I have just moved to Cornwall and found myself in quite a big garden which has been rather neglected. Nothing has been fed, pruned or cared for at least 2 years and only intermittently for 5-10 years before that. I'm struggling to identify plants and trees and thrown when they don't do what I expect. 

There are several big clumps of (I think) Crocosmia but they are now doing one thing a bit weird. There are grass like stems coming out of the foliage but no sign of buds. Is this normal?

Any help or advice gratefully received. Thank you

    it's only May, too early for flowers.

    There were lots of clumps in different parts of the garden and they all have thsee grass like fronds growing from the plants, where you'd expect the flowers to be....

    I think this is the stuff that comes from bird food - someone will know the proper name ! image
