I'd say bee. Vine weevil make smaller, more circular notches.
I live in west central Scotland - not where that photo is...

I have watched leaf-cutter bees cutting these little semi-circles from a leaf, roll it up and carry it back to it's 'nest'. It is quite amazing really. They won't harm the rose, if you don't mind a little notch now and again.
