Yes, more likely to be frost damage than the pieris beetle/lacebug. See https://www.rhs.org.uk/advice/profile?PID=663 for identification of damage caused by the nasty beetle. I lost a lovely pieris in my garden because I detected it too late for cure.

I'd go with frost and needing watered.
