Have we lost these shrubs?

We have two shrubs with this problem. They were planted 3 years ago and have never thrived. I can't remember what they were. Can I treat them or should they go?

    I think they are viburnums and suffering from a severe attack of viburnum beetle.  See here for advice from the RHS:

    As I try not to use any chemicals, my vote would be to remove them and replace with something else,  looking upon it as a planting opportunity! image

    Thank you, yes they are Viburnum! Oh dear, looks like a trip to the garden centre is due. Sadly they were the best shrubs for that space according to the plant selector.
