Italian Cypress trees are somewhat fragile, especially after re-planting or trimming.
Preparing the deep soil layer they're to planted into, adding a rooting compound, compost and/or chicken pellets, bonemeal etc will help the tree establish. If planted straight into soil with no preparation, they may not establish, particularly in saturared or dry soils.
However, a lot of companies offer guarantees on trees, so it would be worthwhile contacting the vendor to ask for a replaement. Sometimes they are heavily bruised if bashed around in the delivery truck and they don't recover easily- if at all.

Would it be worth giving it a feed?
It was planted with compost and also has a top dressing as a mulch. No rooting powder though.
