Rose shrub in pot still not in leaf

I bought a Lady Emma Hamilton rose from a local garden center early last autumn and planted in a pot in decent sunshine against a wall. The rose continued growth until the cold set in in late autumn but so far this year the plant has failed to show any growth.
I have 3 other DA roses which have been treated the same as this one and all are doing great. Any tips to revive the plant? Should i lift the plant to check on the roots?

I think there are little buds there, but no leaves ... sigh
Buds are good! Only early..............patience
