Asparagus like weed...

Hello,
im new to this forum and to gardening. I'm trying to landscape a rather ugly bit of waste land into a nice garden (gravel and raised beds) one of my many issues is where I have put down a weed membrane last year the weeds have gone through it. They are asparagus like and on lifting the whole membrane up the ground is covered in it!
Can anyone tell me what itis and more importantly how I could get rid of it do it won't come back?

It's one of the equisetums, horsetails. Very persistent and deep rooted. Those are the fruiting bodies

Yes, Field Horsetail. The green branching shoots will follow these. Very hard to eradicate.
Yep, nasties. I had some building work done recently and these guys were taken out with a mini-digger then carted away on a dumper truck.
I will be flagging/concreting the area where they were but next door's also had them coming up in their gravel so not sure if they'll come back?

Looking into that I do have the small conifer like sprigs growing out of the ground on the rest of the land. Never seen it before this year.
If im putting gravel down on all of our land (was just going to have raised beds) would it die off with proper weed membrane? This was under the cheap stuff I bought years ago.
