Holly Bush Sick?

Bought a new house with holly bush and after a year this happened. Wasn't quite sure if it's winter damage or fungus Anyone able to help? Thanks in advance!

    IT LOOKS LIKE IT'S BEEN ATTACKED BY LEAF MINERS, LITTLE INSECTS THAT LIVE BETWEEN THE TOP AND BOTTOM SURFACES OF THE LEAVES.

    IF YOU TEAR A LEAF IN TWO YOU MIGHT FIND A TINY LITTLE CATERPILLAR IN ONE OF THE BUBBLES.

    DISFIGURING BUT NOT DEADLY.

    Apophthegm -  a big word for a small thought.

    Thank you for the response, I tore apart a few but didn't see any bugs in between the leaf. However, the berries are black and looks pruned up... we did have a pretty harsh winter this year down to -23F. I've applied pesticide regardless. Anything else I could do for now or just wait and see? Btw, mine looks similar to this post.
