It looks very much like a hebe, but there's an outside chance it could be a euphorbia. If you break a leaf off and there's no milky sap (keep it off your skin) then more likely a hebe. Milky sap then euphorbia (spurge)
Knowledge is knowing that a tomato is a fruit. Wisdom is not putting it in a fruit salad.
It's not a euphorbia, I think it's hebe but it's not the one I grew as Red Edge, that was more blue/grey with a red edge. This is more red/purple all over

It looks like Hebe Caledonia, but there are so many different types this is just a shot in the dark.
might be worth a look at some pictures of this type.
