What to grow in a narrow border?

What can you plant in a border that's only max 25cm wide? It will get pretty much full sun, except November - Feb.
We'd like to leave space in the corner of our back garden for a table and chairs because it will get the last of the evening sun in Summer.
However I still want to be able to have some flowers and greenery without looking just at the fence though. This our only sunny stretch so want to make the most of it. What can I squeeze into this space (see slate - this is a guide for where the chairs will come up to)

If you could put some support like trellis or wires on the fence, you could grow clematis or other climbers.
Ah yes, I do have a jasmine trachelospermum over to the left (just planted). Maybe I can train this to go right? Otherwise, is there anyhing upright and perennial/ evergreen? Might stick some alliums somewhere but they only seem to last 5 minutes.
You could go for a Stipa or other tall decorative grass. They seem to grow anywhere and given its a narrow spot some plants may struggle. The grasses make a lovely feature for much of the year and they also make a really nice subtle noise when the wind blows, or even a breeze goes through them.
Perhaps a repeat flowering fragrant climbing rose with lavender at its foot.
