Stuck on what's best

Hi I have a 2 teir garden which I would like lowering as much as possible I have someone to do it only been advised that fence panels would need to be took out to protect neighbours garden as there's is also 2 teir .. would I need to leave panels so there garden is safe or replace panels with something like gravel boards to keep there garden protected any help. Id be very great full thanks

    A photo would help.

    Does your garden slope down from the house or up to the house? And do you intend to 'split the difference' in your levels ie use the soil from one to fill in the second level, or do you intend to do something else?
