Name the plant.

Can anyone identify this plant? I passed it today and think it would look great in my borders but I'm a bit of a novice and have no idea what it is.

Any help appreciated. image

It is a Hebe, but not sure which one.

He calls her the chocolate girl
Cause he thinks she melts when he touches her
She knows she's the chocolate girl
Cause she's broken up and swallowed
And wrapped in bits of silver
