Yes raisingirl is right. I would need to see some flowers to decide which Hebe it is. There are many different varieties and sizes. One of the more common ones is Veronica with purple flowers. They attract bees and butterflies too.
Hebe rakaiensis, neat habit, normally, shy to flower. Yours looks as though it's been allowed to grow a bit leggy. May time, neaten it up and feed. Should bring it back to shape.
