Hard Fennel bulbs?

i grew fennel last year, it looked great but when I dug it up the bulbs were so hard and fibrous I couldn't eat it.

I didn't think I let it grow too large. 3-4 inches wide.

Any ideas anyone?

    Are you sure it was florence fennel as opposed to the herb fennel? Did you grow it from seed?

    Most likely is not enough water.

    Ah maybe that's what was the problem? I will check my seed packet. It had plenty of water as I have an automatic sprinkler so I don't think that was the problem.
