They sound a bit etiolated, which is what happens if they're grown in too much heat at this time of year. There isn't enough light for them so they grow long and spindly to try and reach it. Have you got them inside somewhere?
They'll need potting on until they make a bigger plant before putting out. Slug fodder when they're small and vulnerable.

I live in west central Scotland - not where that photo is...
I love lupin. I grow from seed direct into ground most years but since I landscaped my garden last year I thought I'd try these bare root ones. But I forgot about them and they lay in a carrier bag in my kitchen for a week and when I checked yesterday they had sprouted long spindly white stems with tiny leaves at the end. Post a pic later. I've put them straight into 2 different flower beds, different aspects, with shelter(from frost and wind, not slugs!).

I really need to re-pot and check on my bareroot ones from Wilko's.
