Hebe yes, and probably one called h. salicifolia. Getting leggy and may be time to replace. However, a good prune might provoke it into some new growth from lower down, thickening it up. Hebes, especially the bigger ones, once they get leggy like that, can be more trouble than they're worth, taking a few years to get into shape again.
