Apple tree branch joined at both ends

I've noticed that I have a small branch coming from the trunk of my apple tree. It's then grown directly into another branch at the top so it is joined at both ends.
Is this normal?

It can happen when branches are permanently touching each other and is one reason for the basic pruning advice of "remove all diseased, damaged and crossing branches". However, it won't hurt the tree. Tree surgeons may also graft a branch like this on very old trees to provide support for a main branch which has been weakened by damage such as rot in the heartwood.
