What is this Blue flower called?

I noticed this flower in the garden yesterday. I don't know what it is. Can you tell me what it is. Is it a weed or not. It's more blue than the photo shows. 

Hortum-cretae

Looks like it might be chicory, then, if it's bluer than the photo.
