Spirea Snowmound

We moved to our new home at the beginning of 2014. It had a well established, but neglected, mature garden. One shrub, which I believe to be Spirea 'Snowmound', was a mass of white flowers in the first Spring (2014), but has not flowered since. The plant is healthy so I can only assume I am pruning it at the wrong time.

When is the best time to prune to ensure a mass of flowers as in that first Spring?

    Yes cut 1 in 3 of the oldest  canes right back to the ground. The rest cut back by a 1/3. Do this anually, as said directly after flowering.
