The flowers look pea like, so I think it may be one of the lathyrus family. There is a shrubbier spring flowering one, but I'm not familiar with it. Someone here will know though
I live in west central Scotland - not where that photo is...
The pictures are a little blurred when enlarged but it looks very much like a member of the Broom (Cytisus) family, possibly either Boskop Ruby or Windlesham Ruby.
It's lespedeza thunbergii, "Bush clover". Stems will make 7ft or more in the right spot. Lax habit, so give it room with some support or let it hang over a wall edge. I use it a lot when the conditions suit. Sunny spot, good drainage. Surprisingly hardy. Grows from the base each year,so a spring prune down to the floor.
