Tree echium overwintering

Hello, 

I have a modest sized echium pininana I planted out in my West facing bed, during the summer.

After a moderate amount of growth, with the onset of colder weather, a lot the lower leaves have withered and fell off and it is looking a bit sorry for itself. 

I have purchased a pack of horticultural fleece, with the intention of offering winter protection, but I'm unsure of how best to use it. 

Am I best wrapping the plant, or making a makeshift cloche with the fleece, or a combination of both?
