Yes, provided they get enough moisture where they are for them to get established. If their root run can find space, for example away to the sides, then they'll be fine. As with any planting, ground preparation is important. Be aware of the footings to the wall - they may extend outwards for several inches and that will make for very good drainage up close to the wall and may limit the planting space.
