Echinacea

So my echinacea that I planted this year didnt get enough water over the very very hot and dry period in August..it therefore had a short lived bloom. 

I have today notice that there is a lot of new green growth around the base which i presume will be the new plant for next year?... Would it be wise to cut back the old coneflowers and stems down to ground level and leave the new growth..? 

It should be ok over winter yeah?....
