HELP! Whats on my Peppers?

Hello Friends, I'm new in gardening and seem to have come across a problem with my pepper plants. It looks like black spots coverd with som kind of white powder on the cabk of the leaves. It can be removed by hand but it appears again. Can someone please help me?

    Scale insects.

    Try spraying with a Horticultural soap insecticide. Reasonably organic and harmless to bees.
