Sickly laburnum

Hi guys, my very first gardening forum post, normally on motorcycle forums so hope this works out OK.
We have a laburnum planted in our back garden, its been there about 4 years and it flowers very nicely in the spring however I stared to notice last year that the leaves looks a bit sickly, brown blotches and curing at the edges. I've attached a picture of what it looks like. is anyone able to offer any help and or advice?

I know nothing about laburnums but I'll kick this off anyway. Is the soil dry or very wet?
I cant tell right now, but the soil is under a layer of gavel and stones, ill look later.
