I don't think it's Phlomis russelliana, they have a very grey rough look to them and the manner of growth looks wrong. How long has it taken to reach that size?
It's a friend's plant who's recently moved and asked me what it was so I cant advise any further on details except that there are some seedlings present apparently.
Thank you for your help so far, Phlomis certainly have a more rough look to their leaves, puzzling. Primula was a suggestion too but was dismissed by friend.

It could be Phlomis. Hard to tell how big those leaves are, in isolation...
