Herbaceous plants and bulbs under mulch

Got so much work to do in garden that I need to suppress weed regrowth. Planning to use 1 to 2 inches of bark mulch but am worried that spring bulbs and herbaceous perennials will not grow through. Any advice? Plants typically bluebells, daffodils, tulips, dicentras, geraniums, daylillies, lysimachia, asters, astrantias. Thank you!!

Bulbs and perennials have had no problem with bark mulch in our garden.
