Hi I hope someone can help me. Does anyone know what this is and how to get rid. I've tried weed killers I've tried pulling it out from the roots but it keeps coming back and it's starting to take over my garden

Horsetail/mare's tail.
From RHS: Tough weedkillers containing glyphosate (e.g. Scotts Roundup Tree Stump & Rootkiller, Scotts Tumbleweed, Bayer Tough Rootkill, Bayer Garden Super Strength Weedkiller, Doff Maxi Strength Glyphosate Weedkiller or Westland Resolva Xtra Tough Concentrate or for spot treatment use Scotts Roundup Gel) can be applied in late summer when growth is strong. Before using, bruise the shoots with a rake to ensure effective penetration
And you'll need to do it more than once. It's a tough and pernicious weed, with very deep roots. You will need to keep pulling it up whenever you see it for quite a while - I've been doing so for 20 years here!
It is a horrible, tenacious weed David - and can be exceptionally deep rooted & difficult to eradicate (see above post).
Treat it per Mark's advice and accept that this may be a long term job which you need to keep on top of. Pull up or treat with weed killer whenever you see a shoot. The advice about bruising the stems is important otherwise weedkiller will run off and not penetrate the plant.
You may never eradicate it but vigilance and prompt action will allow you to control it
