Would anyone be able to tell me what the plant is in this photo? It is in the border at my work and I quite like the look of it.

Is this any good? I am not at work at the moment so can only zoom in on my existing photo.
The leaves look like laurel. Prunus laurocerasus 'Otto Luyken' is a low growing variety.
