grape vine problem

Hi. My 3 year old grape vine has some leaves with raised bumps on the upper surface. The underside of these bumps are white but no creatures seem to be present. The leaf eventually withers away. The vine is otherwise healthy and vigorous with lots of flower bunches.Apart from looking horrible there appears to be no ill effects.

Any ideas?
