First thing I did once hosts id it! To be fair its such a woody messy when not flowering I might be extra mean. Not sure when it was last pruned. Many many years ago looking at it
MIne hadn't been done for donkeys so I took it down to the ground. It didn't flower last year but this year it has loads of buds and is a much better shape.

Check how to prune it properly ice. It flowers on mature wood so if you cut back growth made this year you won't have any flowers next year.
