Is this Mildew?

Hi everyone...I seem to be having a few problems with my newly planted Honeysuckles, when I check the soil it feels moist, even about 12in down it feels moist and the soil meter is showing wet on the scale, but when you look at the plant some of the leaves are wilting, just like they would if it needed a drink.
So I don't know what to do, should I keep watering and see if it perks up or might I be giving it too much water?
Or, is this possibly Mildew?

Overwatering shows similar symptoms to underwatering i.e. drooping leaves so maybe leave it dry for a short while. Mildew often presents as a sort of 'floury' covering on the leaves and I can't see any signs of that.
Hi Liz...the reason why I thought maybe Mildew, is that some of the small leaves are dropping off and some have black colouration on the tips.
Also, would it do any harm to remove the ties from the cane and open up the plant a little?, as there are some dead bits of vine / leaves that could with clearing out and then re tie slightly looser?

I would definitely open the plant up and maybe using appropriate ties you could start to direct the vine where you want it to grow along your trellis. Allowing free air movement is beneficial and remove any blackened leaves.

This aft I had a go at opening up the Honeysuckles from the canes, I removed all the ties and spread out the stems and gave them a good clean up, lots of dead leaves and stems were pulled out and binned.
The stems now have room to breath, so to speak.
I then re-tied the main stems back to the tops of the canes.
Back to the original topic, the plants look very wilted in certain parts, but there is new growth at the tips of the vines and all 3 plants seem to be growing.
I have stopped watering just in case I was giving them too much and it has been 2 days since they had a drink and they still look quite poor, so I think I am going to water them tomorrow and see how it goes.
If anyone else has any other ideas what can be causing the wilt, then your views would be appreciated.

I think your recent pictures look pretty good to be honest. Remember that you have just planted them out and as well as developing new roots to grow out into the soil they are also covered in flowers too so lots of stresses on the plants. Keep them watered - but not too much and wait patiently to see what happens.
