Car port query

I have had a car port for 35 years which, on the open side, has brick pillars and horizontal wood inbetween the pillars up to 6ft. I have seen many car ports being erected which have white upcv cladding right up to the roof (about 8ft?) - do you need planning permission for this? Is it classed as a fence? My car port border a corner plot and because it is set back from the road borders their back garden.  The only effect of cladding it will be that I block their view of my front door which is on the side of my house, and I will block my view of the back of their house.  We hate each other so I can see this as a benefit, but I don't want to annoy the planners and they won't give me a straight answer.  Does anyone know the right answer please?

    You need to push the planners into letting you know exactly what is allowed. That is what they are there for.
