The plant has spikes about 10" with pink or white small pom pom tuff's on the top, they self seed all between the pavers.

Nuts got the Crystal ball.
The leaves are like a grass.
Could they be Alliums Don?
........ or maybe thrift? (Armeria maritima)
Tried to do the pic from my phone but wouldn't have it. The lady in the house where these are growing seems to think its the sort of plant that likes to grow on cliffs. Not Alliums thou.
