rose trouble

My roses this year have have a lot of buds on them ( climbers & shrubs) compared to last year. the problem i have that has suddenly arrisen is that they are all balling before they come to bloom or not in my case. I have read that this can be caused by wet weather, but we've had a good month of sun and warmth up till now. Any suggestions please ?

It could be proliferation. It's poorly understood but I'd prune out the affected stems, feed, mulch and water.
