What is this plant?

I have several clumps of this taken from my neighbour's plant in the picture. Mine hasn't flowered at all over several years . What is it and why no flowers please?

    it's a sedum. maybe the one called Cape Blanco (or something like that) they like sun and good drainage. Have yours got that?

    Thanks for naming this nutcutlet. The flowering one across the road doesn't get much sun and my clumps are scattered about in various levels of sun so it's a mystery!! Must have left the flowering gene behind when I split it from Mum.
