Growing lavender from seed

In my shed I have 2 trays lavender seed placed on top heat map in soil.  It has been over week now only one has germinated appeared out soil I have also had light on them as today. Soil was bit dry so placed trays in water today for short time.

Where going wrong please any tips

Lavender takes aaaaaaggggeeesssss to germinate.  Mine took over a month last year and even then the germination rate was very poor. I didn't have a heat mat so you might be luckier. Don't over water. Lavender likes the conditions to be quite dry. Maybe tomorrow...
